Another flood buyout application fails to go through congress. The $11 million FEMA project was rejected because some U.S. senators didn't like the way it was attached to an unrelated bill. Those 40 homeowners affected are now left with a tough decision.

Getting ready for another flood wasn't what Dwayne Schell wanted this year. Dwayne, “I just turned 62 years old and I don't think I got the option to do it again." His home on Forest River Road was gutted last spring, his basement with water up to the brim. "Everything was floating; washer, dryer, refrigerator, freezer."

And now, Congress' recent hold up has left Schell in limbo again. Dwayne Schell, "We thought we'd be out shopping for another home or something."

It took 10 thousand sandbags to protect Dwayne's home last year, but it still wasn't enough. He says he doesn't want to fight anymore.

Keith Berndt, Flood Buyout Committee, "We would have closed on those homes and have things ironed out so people wouldn't be in as tough position they now are in." County leaders are waiting on Washington.
