Stutsman County Sheriff Dave Orr says 59-year-old Carl Jensen of Bruce, S.D., was laying a tarp over recently poured concrete Monday afternoon when a gust of wind caught the tarp, knocking him through the wooden safety rail.
Orr says Jensen fell about 20 feet onto the shoulder of the highway and landed on his head. He was pronounced dead on arrival at a Jamestown hospital.
Paul Diederich, president of West Fargo-based Industrial Builders, says three other workers also were knocked into the rail.
He says it was a ``freak'' wind and a ``horrible tragedy.'' The Occupational Safety and Health Administration is investigating.
